British movie about a boy who clones himself?

Does anybody remember a movie from the 80s/90s about a teenage boy that accidentally clones himself I think he had an accent. The boy was kind of nerdy and his clone was cool, I also remember that the clone sang a song about wanting a heart. I can't remember what it was called.
